Virginia APCO/NENA Conference PSAP Scholarship Program Guidelines

(For Spring and Fall APCO/NENA Conferences)

 

·         One Scholarship per primary Wireless PSAP.  To be considered a primary Wireless PSAP, the agency must directly answer Wireless E911 calls.  Before selecting this option, obtain prior approval of PSAP director or agency head. 

·         Scholarship participant shall complete and submit a conference registration form (below).  Be sure to check the box as the Wireless Board Scholarship participant for your PSAP.  

·         Scholarship covers cost of hotel room (plus tax) for all three nights (Tuesday, Wednesday, & Thursday) and the conference registration.  (Subject to change for each conference.)

·         Hotel room must be in the scholarship recipient’s name.

·         Participant is required to make their own reservation at the host hotel and request the Virginia APCO or NENA conference rate.  ** If the participant cancels his/her conference attendance, he/she is responsible for cancelling the room reservation. Virginia APCO or NENA will not be responsible for a room cancellation charge; the participant shall be billed for these charges by the hotel.

·         Incidentals, such as movies, room service, etc will not be covered by the scholarship and the participant is responsible for those charges. 

·         All meals during the conference are covered by the registration and are provided at the host hotel with the exception of Wednesday night dinner.   The individual/agency is responsible for this meal.  (Subject to change for each conference.)

·         Travel to/from the conference is the responsibility of the participant or his/her agency. 

·         If the rare circumstance arises where the host hotel is full, contact Paulette Holloway for further information and guidelines for selecting another hotel under the Scholarship Program.  (Subject to change for each conference.)

Quality Monitoring in the PSAP

What are the benefits of a Quality Monitor Program in a PSAP? Can turnover be reduced by using a Quality Monitoring tool?  Can a good quality monitoring program aid in training?  How do you implement a QM program?  Without tracking the information that is gathered the Quality Monitoring is useless. How do I make time to listen to ALL those calls?  These are few topics that will be covered.

This presentation describes the Government Emergency Telecommunications Service (GETS), the Wireless Priority Service (WPS), and the Telecommunication Service Priority  (TSP) program.  These Federal government programs support Federal, state, and local public safety activities and officials with public telephone network based priority telephone calls and priority for restoration by telephone companies during and following disasters.  These programs are key elements of any well-planned emergency communications activity.  The presentation describes the services, how they work, how they are funded, and how individuals and organization apply for participation in these government programs.   A question and answer period is part of the presentation.

 

Hosted Solutions for PSAPs; A Building Block for NG 9-1-1

Presenter:         Paul McLaren, Positron Public Safety Systems

Next Generation 911 (NG9-1-1) is as much an approach as a technology.  Part of that approach it a recent trend toward multiple Public Safety Answering Points (PSAP) being served by centralized 9-1-1 Customer Premise Equipment (CPE), Radio Consoles, CAD servers, RMS servers and configurations.  The hosted solution environment is facilitated by the VoIP transport of voice within these networks and is enabling distributed work flow.  The nature of the networks being established allow for a wide variety of routing scenarios among the linked centers, while new opportunities present themselves in designing systems optimized for distributed call handling, overflow, retreat or disaster recovery with both voice and data in mind.  Case studies will be presented describing the challenges, and successes of several existing regional systems that allow multiple PSAPs to become backups for each other, to distributed call handling and share more information that ever before.  The network layout and operational decisions will be discussed.

NG911 Hosted Services Pilot Updates from Northrop Grumman and VITA

This presentation will update the audience on the three NG911 hosted service projects that Northrop Grumman and VITA are implementing in Southside, Southwest Virginia, and Montgomery County.  

 

Enhanced Communications with Utilities

Presenter:         Rick Pevarski, Virginia Utility Protections Service, Inc “Miss Utility of Virginia

VUPS, Inc is a not for profit organization providing the Miss Utility of Virginia services within the Commonwealth of Virginia.  In providing this service, VUPS maintains a database with utility information and contacts.  VUPS has developed beta software to provide 911 dispatch offices with an ability to identify utilities within a geographic area utilizing the VGIN road center line files.  The software then allows the dispatcher the ability to send emergency communications directly to utility personnel.   Some benefits include notification to utilities of: structure fires; traffic conditions; and Amber alerts.

The Half-Way to the Wall Syndrome…NG-9-1-1 Progression

Presenter:         Terry L. Eby, ENP, NG911 Inc.

A NG-9-1-1 discussion, with Q&A, on why the Public Safety Sector is currently afraid of NG-9-1-1 and why we only want to go “Half way to the Wall” to achieve this solution.  The discussion has a visual path from ANALOG telephony transmissions and equipment usage to Next Generation TRUE-STATE OF THE ART—FULLY I-3 compatible IP systems. This presentation will use the “U.S. DOT ‘COMMUNITY MODEL’” as the core ingredient in progressing to a real NG9-1-1 SOLUTION that is a fully SIP/IP based (SMS messaging, Texting, Video, Biometrics, Telemetrics and On-Star to the PSAP).  Included in this presentation will be a small discussion on “GEO SPATIAL ROUTING” with the change from an administrative MSAG to a GEO MSAG, which will be one of the foundation requirements of NG9-1-1.

 

Virginia Beach COMSTAT - A Case Study In Metrics

The presentation will illustrate the existing data collection efforts at Virginia Beach 9-1-1, how the data is collected, developed and presented to senior management and members during formal presentations.  The program is very visual and will cover the process from end to end.  Metric can be used to persuade decision makers to allocate revenue for personnel, equipment or other PSAP needs.  "In this day and age, we must be data driven".  

 

BASIC CRISIS NEGOTIATIONS FOR EOC’S

This course provides a clear Needs Assessment for Dispatcher training in Hostage/Crisis Negotiations as well as a framework for that training.  With the advent of current technology, there are liability issues that arise if Dispatchers are not trained in this specific skill. In this short block we will give you some basic information on skill development including true teamwork, mindsets, techniques, and transitions, with the objective being to entice you into formal crisis negotiation certification on the same level as your law enforcement counterparts.

 

From Threat Detection to Prosecution: Five Steps to a Safer City

As "homeland security" becomes part of the public safety dialect, growing numbers of cities and communities are investing in video surveillance networks to detect and deter threats, and investigate crime. With these trends, public safety agencies are finding themselves on the front line when it comes to ensuring safer cities and communities. This presentation shares five steps to a safer city. Attendees will learn how to leverage proven processes and cutting edge technologies (like smart video, recording, lawful intercept and multimedia incident information management) at every stage in the security cycle to sharpen their situational awareness; improve their ability to detect, evaluate and respond to threats; streamline investigations; and close the gap on crime. Case studies of public safety operations successfully deploying these technologies to achieve results will be highlighted.

The Rising Tide of Multimedia: What your department needs to do to plan ahead

Investigations and incident reconstructions often hinge on multimedia – voice recordings, surveillance video, GPS data and even cell phone photos. The problem is -- today, most of this information is stored in different formats and systems that weren’t designed for interoperability. With Next Gen 9-1-1, a rising tide of multimedia will make its way into the digital information stream. Learn what your department needs to do today to plan ahead.

 

 

Overlay Regional Interoperability Network (ORION) TableTop Exercise

Interoperable communications is one of the leading topics in public safety today.  However, how and when available technologies should be employed is an often overlooked critical element.  Public safety organizations need to gain an increased awareness of their system’s capabilities, evaluate their ability to establish interoperable communications, and identify communication gaps to develop recommendations to alleviate them.  ‘TableTop’ exercise programs are an excellent way to demonstrate coordination, collaboration and communication capabilities within a designated region or area.    Federal Engineering, Inc, in collaboration with several diverse public safety agencies from the Hampton Roads, Virginia region, developed and conducted a practitioner-driven, discussion-based communications TableTop Exercise (TTX).  The ORION ’08 TTX provided a no-stress, no-blame opportunity for participants to learn about existing communication assets, capabilities and procedures when responding to a multi-jurisdictional incident requiring interoperable communications.   Funded by a DOJ COPS Technology Grant, the 5-1/2 hour, video-taped exercise required the agencies to respond to a mock, critical traffic incident.  Evaluators and observers noted how the agencies responded to each stage.  The ORION ‘08 TTX successfully exposed communication deficiencies in several areas and also highlighted areas of strength.  As a result, the region now has a viable set of recommendations to fully utilize the available interoperable communications.

Overview of the APCO/IJIS Public Safety Data Interoperability (PSDI) Project and How the Highly Successful Alarm Exchange Pilot in Virginia Has Become a Case Model for the Project

The PSDI Project is sponsored by the Bureau of Justice Assistance and jointly managed by APCO and IJIS.  The audience will learn about the goals and objectives of the project which evolve around the advancement and improvement in standards-based data sharing in support of the Emergency Communications domains and emergency response environments.   An overview about the National Information Exchange Model (NIEM) will be provided and how NIEM standards link to the PSDI project.   The highly successful Alarm Exchange pilot that has been operational since mid-2006 at York County and the City of Richmond will be described in detail and how this pilot has become the first exchange “adopted” by the PSDI steering committee.  PSAP managers will understand the current status of the standards development and the alarm exchange including how soon they may be able to take advantage of this standard.

 

 

Security Best Practices in the PSAP

PSAP security is really more than the physical barriers that can be built into a facility.  Security not only includes physical security, but also such topics as information, network, and personnel security.  In this presentation, attendees will learn the basics of designing a PSAP Security Assessment that can be used to determine what gaps, if any, may be present in their facilities and operations.  Best practices and lessons learned from other organizations will be presented to show what can be done to make your PSAP as secure as possible on all fronts.
